All 33 counties have a county government and a county seat. Note the shared name: Bernalillo County has its seat in Albuquerque, while the town of Bernalillo is the seat of neighboring Sandoval County.
Los Alamos County, the smallest by land area, is a combined city and county: there is no separate municipal government for the community of Los Alamos. Cibola County is the newest county, created in 1981 from the western part of Valencia County.
